The meeting was started by taking the feedback on Rasta Rok from Koraput, Malkangiri, Kandhamal and Sundergarh team. They all were sharing their experience of Rasta rok on good and bad like in Koraput the process which they had adopted was different but in kandhamal and Malkangiri the event was successful and the Govt.tried to negotiate with the Sangathans on the demand put by the Sangathans.

Then the feedback taken on women federation workshop from every group, they shared that though were clear on the rights, facilities etc. but cannot clear about the structure of women federation which was decided to discuss here in but definitely got an opportunity of interacting with different sector people with different skills, knowledge and experience. They also come to know about different kind of movements, women leadership, discrimination in society as well in society and role of women in PRI etc. So all were get exposure through workshop. No homework done before workshop, so confusion create on structure, planning and on measurable indicator.

Structure

Taking the sharing points from all on women participation, women leadership and create space and opportunity for them it was find out whether to make women federation different from OSM or not? It was decided that it will not be create as separate entity but it will act as a support federation for our existing system. The concept was derived from Mal-Nutrition study where was decided to start a women advocacy group. There is a big platform like OSM but it is in really male dominated there is no 50% reservation of women so there is suppression so if we will do structure from to district then confusion will come in account and membership. Here we need to decide to bring division only in work but the money and family will remain same. But in ground reality there are 2 committees in the name of local sangathan and women federation at hemgir. There is also the apprehension that when power conflict will come then the division of male and female also will come so here we need only to do campaign or action oriented work through women federation then they will do de-active and again they will do campaign on another issues like this manner women federation group will do work. The name of women federation was decided earlier in planning and concluding meeting after workshop was ODAMM (Odisha Dalita Adivasi Mahila Mahasangha). So women group will act as action group with specifically on women issues with all other issues without women issues no leadership and ownership will come. So here need Gender Training and make general committee with OSM at State level. And in other way can sensitize both male and female from village to state level and then they will get sensitize togetherly. We have to do media relation in Bhubaneswar level.

Planning: So here need to rethink on re-structuring of women federation and Participation of women in OSM decision making process and on gender training.

In Hemgir already village wise training of women federation takes place so here need to maintain specific folder according to village wise issues after completion of training bcz it will help in comparison with their present situation with situation after some years.

So it was decided to take 6 blocks for women federation like Daspala block of Nayagarh, Korkunda of Malkangiri, Raikia of Kandhamal, Koraput of Koraput, Hemgir of Sundergarh and Kotgarh of Kandhamal. Here also decided to try for Bamra of Sambalpur.

Process: Training should be given to women federation at village level then impart it to panchayat and block level, procedure should be different in Raikia and Jamankira as there are no man power. Orientation need to give to jansathi, Action plan for 3 months and visioning plan for 1 year, which topic we should take that need to identify and panchanan bhai will translate the concept note and circulate it to all. Within this 3 months’ action plan need to plan for orientation to Jansathi, exposure, fund raising, monitoring and evaluation with Amir and Ranjit and name specification and structuring with OSM.

OSM: The discussion was started from post card campaign point of view. One post card will send to prime Minister of India and another one to Rural Development Minister likewise one petition will send to Aparajita Sarangi and another one to Jugal Kisore Mohapatra. Here also decide to plan for adding of more district in this campaign. The plan should be like this that the campaign should high light on NREGA wage rate that people can realize still wage rate has not increased. Plan of standard operating process should be preparing by every group in every quarter, village committee in every month and G. P level committee in bi-month. So within 3 months every committee should be formed and account should be open. Campaign for membership should be chalk out and Night Club type of work should be plan. Training to Jansathi in house need to do so that they can take some knowledge, information and ideas. Need to identify the issues of jansathi for training. For motivating Jansathi need to give them appreciation with Gift. But after doing such, jansathi should not go as commission basis. Because incentive can increase motivation and movement but cannot bring commitment. So this type of bonus, incentive, recognition plan should come. Exhibition in haat during evening need to do for local contribution by involving theatre team and interstate competition.

Health Kit: According to discussion of Biswajit Mishra regarding meeting with Controller of Drug for legalization of Health Kit, it was discussing on to fix the criteria of health kit. Like which area should take? What are the drugs? Where to purchase the drugs? Name of the Doctor and his willingness? Name of the Pharmacist and his willingness? Etc. Need to hire one Doctor and one Pharmacist on consultant basis and also need to know the process of registration. For this purpose, Prasant needs to coordinate for Health Kit. For Registration process the time line should be within 4-5 days. Village list should be preparing in compilation form.6 blocks taken for health kit and total village is 354, so it was decided that 100 should be taken in 1^st phase,100 in second phase and 150 in 3^rd phase and it will start from July-September, October to December and January to March. Before its initiation need to do preliminary work like preparation of base line survey forms which can be measure after 3-4 years, Swasthya Sathi training should be common, medicine box should be common, structure of requirement of man power, need to check whether they have the bike or not and sourcing of medicines etc. List of missing manpower need to prepare and also now it is requiring 1 coordinator and 1 Animator, along with this need to change in module basing on participatory and technical point of view and logistic arrangement. Now have to plan for 8 nos of training, then place need to decide.

5.5.16:

Some suggestions came like whether is there any scope of women federation there at Bamra, in answers it came that already there are efforts going through women federation there for stopping of liquor shop in some different mode which needs to learn by others and also suggestions came as there are different type of work is going on sustainability need to prepare case study on it. In Jharsuguda, there was rally conducted instead of Rasta Rok, also need to describe the detail background.it was decided to give training to village leaders on PESA and the number is 100, leaflets also will be distributed and if any other support is requiring Atmashakti can provide. Rina and Kalyani will go there and learn lesson from it which can be implement in Hemgir. In Lakhanpur, Rasta Rok was conducted but it was not so qualitative. NREGA activity is going on, post card campaign was started on 1^st May. National level credential is requiring for OSM, no NREGA work can be possible in the month of Jan-March 2017 because there is panchayat election but yes we can put our demand in Manifesto, may be can do during December. OSM need to raise issue from block to District level by involving political parties. Issues should Be-Wage rate, high market rate. More man days under MGNREGA, Labour card issue, need to do campaign on its benefit through OSM.Ananta Bhai can go to Sarda and can learn how convergence takes place there.

On 22^nd do Rasta Rok at Boudh and then do at Kantamal, where BDO came and receive the memorandum, media coverage done in Samaj and Sambad and the confidence level became high, so legal frame work is requiring for Rasta Rok.

Now need to do 3 months’ plan on NREGA, Food Security, post card campaign and water & Sanitation also on women federation, draught proofing under Theatre training started at LMS field which they have learned by self and will spread it in all over field then will bring new techniques on theatre training, the OSM state level meeting will be held at Western Odisha and can do 2/3 days Sibir also.

According to Vikash experience that there is a hegemony community and tribal community continuing class between themselves. Meet with HOD of History Department of Sambalpur University, should prepare the script and do theatre so apart from caste, class and religion everybody should come for development.

In Gajpati, Rasta Rok was conducted taking 500 people and media coverage in Samaj, Sambad, prameya and in collaboration with Nirman Sramik. Have collected 50% of membership for keeping up one jansathi and now it was plan to take more 3-4 months to collect another 50% membership for keeping up a jansathi.

On water and sanitation bike rally behavior change was plan along with it Night Sibir, District level media was also plan, activity should be up to October and Dharna during 25^th May. School camp during June-August,5000 memberships at District level. Theatre during hat and mela. interface should be done after Gherau (June 1^st week).

On women federation, need to take historical back ground to measure the progress through case study on participation, leadership, women discrimination etc.  to take sample village for it for impact measurement. Orientation need in 1^ST Phase and should take 5-6 solid topic to take as an issue to work. Indicators should be participation, leadership, functional literacy, initiative/ownership, accountability, awareness on rights, schemes, structure, PRI, Palli Sabha, Gram Sabha, Decision maker. Training on social change and Palli se Delhi need to impart. Training on financial inclusion and financial literacy hence we can promote savings in 2^nd phase. Ranjit needs to develop module on pre and post assessment to measure the evidences of measure. 

3^rd Day:

On OSM planning it was deciding to active the village level committee, every 3^rd week need formation of block level committee, OSM state committee meeting in every 6 months, update on post cards and visionary on block committee, other district and block level high lights, have to close all the accounts, till 30^th of March you have to give update on block account to committee. Then update from 1^st April to till date then also finish it up of state account. Need to develop checkup system through formative way by Amir. If anybody going to field on any purpose of work need to check every activity. Need update of left out family from web site for our achievement. Data should collect from Sarat Rath on MGNREGA from National Consortium. Ranjit will activate consortium in Mayurbhanj, Keonjhar, Rayagarh, Nabrangpur, Nuapada and Kalahandi.Manas will do in National level also need to add media and budget plan also require. For food security campaign OSM will not purchase post card as there is no money in OSM account.
